Abstract
Este trabajo examina cómo las relaciones públicas pueden convertirse en una herramienta clave para fortalecer los vínculos con la comunidad y recuperar la legitimidad de las instituciones gubernamentales, particularmente de la gobernación del Chocó. Nos centramos en un contexto complejo, donde la sensación de desconfianza hacia la s entidades públicas ha perdurado en los años, debido a situaciones como la corrupción, la desigualdad y la falta de canales claros que permitan un dialogo abierto y constante entre el Estado y la gente. El objetivo central de esta investigación es entende r cómo las relaciones públicas, entendidas desde un enfoque participativo y bidireccional, pueden aportar a reconstruir una relación fracturada y construir una legitimidad sólida que se apoye en la participación activa de la comunidad. Lo que buscamos con esta investigación es comprender cómo las relaciones públicas, pensadas desde un enfoque participativo y bidireccional, pueden ayudar a reconstruir esa relación fracturada y construir una legitimidad s ólida y real que esté basada en la participación genuina con la gente. Metodológicamente, este trabajo se desarrolla desde un enfoque analítico, en el que se combina revisión documental relevante para el tema con entrevista estructurada a lideres de la comunida d y funcionarios de la gobernación del Chocó. Esto con el objetivo de conocer de primera mano las realidades de la comunidad y poder identificar los posibles retos que está enfrentando la comunicación local entre la gobernación y la comunidad. De este modo , mostramos que para crear una legitimidad sólida y fortalecer la relación Estado - Comunidad se requiere de una buena gestión comunicacional que reconozca a la comunidad como un actor clave y fundamental para el desarrollo social.
This paper examines how public relations can become a key tool to strengthen links with the community and recover the legitimacy of government institutions, particularly the government of Chocó. We focus on a complex context, where the feeling of distrust towards public entities has endured over the years, due to situations such as corruption, inequality and the lack of clear channels that allow an open and constant dialogue between the State and the people. The central objective of this research is to unde rstand how public relations, understood from a participatory and bidirectional approach, can contribute to reconstructing a fractured relationship and building a solid legitimacy that is based on the active participation of the community. What we seek with this research is to understand how public relations, thought from a participatory and bidirectional approach, can help reconstruct that fractured relationship and build a solid and real legitimacy that is based on genuine participation with people. Method ologically, this work is developed from an analytical approach, in which a relevant documentary review for the topic is combined with a structured interview with community leaders and officials of the Chocó governorship. This with the aim of knowing first - hand the realities of the community and being able to identify the possible challenges that local communication between the government and the community is facing. In this way, we show that to create a solid legitimacy and strengthen the State - Community re lationship, good communication management is required that recognizes the community as a key and fundamental actor for social development.
